It is in now since I don't got complaints. Please not that scons and cmake 
is not updated because I did not know how to do it. Look at the log 
message (and the patch) if you want to know what needs to be done.

With this patch all encoding issues with filenames should be gone 
(including loading files with non-ascii names from the command line). 
Please tell me any filename encoding problem that does still exist.
