You mean to simply accept 8bit values as is and do not interpret them at
all? I really don't like that. If we are going to accept these 8 bit names
I would prefer to convert them to utf8, even if that can result in wrongly
encoded names.

It would not be a problem to catch these cases in lyx2lyx and layout2layout
and convert the layout names. In both cases we could use the encoding of
the locale as original encoding. This is not foolproof, but this matches
how LyX 1.4 interprets these names.
