In LyX 1.4 there is one window per process. However now one process can have multiple windows, there should only be one running process.

buffers arranged in a tabbed widget or such.

I agree that on Windows, Single-window and Multi-WorkArea (via tabbed widget and/or split windows) is the best idea. Once this is done, we can remove multi-window support. But on X11, I insist that we should support multi-windows.
