No, it is also possible to save multiple states. That is, remember
whether the toolbar is on/off in text mode and remember whether the
toolbar is on/off in math mode.
Depending on these two states the mode can be set to 'on', 'off' or 'auto'.
Until such a thing is available I would suggest to limit the options to
'on' and 'off'.
