Here is an updated patch for 1.4. Bennett, could you check that it
still works and that it disables correctly the navigation entries?

Entries in the LyX menu are now functional. However:

1. Navigation entries are *not* disabled in the menu. Selecting them gives a "Command not allowed without any document open" error message at the bottom of the LyX window (when of course a document is open).

2. The problem with modal dialogs -- drop-down sheets -- is not fixed. (In testing this, I noticed that when a drop-down sheet is present, the window to which it is attached cannot be moved. This is abnormal. This is true both with and without the patch.)
