If I understand this correctly, simply adding this file would allow
Qt to translate some menu items. That seems trivial and is worth
doing. But I'm swamped right now ... and for the foreseeable future....
More ambitiously, we should make sure that LyX picks up on the user's
existing localization on the Mac, rather than forcing users to hack
an environment.plist file to set LANG manually. That would be for
1.5.x at the earliest. Here is what seems to be the relevant
