I started yesterday to make the tabular-inset ;)
I cannot use the tabular inset from the old tree as there I use a paragraph
to store all the cells as it is done in the old table-support. But now I
would like to have 1 (one) textinset per cell stored in the cell_struct
in LyXTable. So I'm working on this!

Well to realize floats, footnotes and marginnotes we have to extend the
textinset to have more paragraphs. So select your priority!
