teTeX 2.0 was released in Feb 2003, initial, "partial, experimental" support for utf8 in unicode with the LaTeX 2003-12 release (see http://www.latex-project.org/ltnews/ltnews15.pdf). So you'd need teTeX 3 at least (or TeXLive 2004 at least). Jürgen
