Not in that state, because it will not be possible anymore to output utf8, and it will silently break multiple encodings. If anybody wants to use this as a start, feel free to do so. But the amount of annoying bugs like http://bugzilla.lyx.org/show_bug.cgi?id=2330 is increasing since several months. I had a look at this bug for example, but I am not sure whether the fix is correct or has unwanted side effects.
