It is used automatically by babel when it is loaded with hebrew.
I'm not sure that the Jerusalem font is used (I'm not sure that the
TelAviv font is used either).
You are right, the Tel Aviv fonts are also used.
I found the missing font name metrcis (.tfm-files) now under
ftp://tug.ctan.org/pub/tex-archive/language/hebrew/hebtex/win95/install_tex_on_win95/hebrew32.zip
and prepared an actual package for MiKTeX, see
