I do not understand the concern about the difficulty of doing
non-utf8. Would is really by difficult with iconv to have our streams
that do utf8 also do latin1 if we ask them too? The only problem would
then to know what to do when the character is not available. Then we
would need a unicode<->latex translator for which we can probably find
good tables in recode source. I really do not see how this would
complicate the lyx core, and why the need to go utf8 only. Beware of
aestetics... 

I agree with the first steps, though.

LyX 1.5 will need to work with the latex that exists now, not the onw
that will exist in 3 years (especially since work on LaTeX2e is stalled).

That would be a very sad thing. The use of unicode is supposed to get
us rid of all these hacks.
