This is the way I originally did it for the Finnish localization. It means
your familiar keyboard shortcuts line A-F S for file save, work independent
of localization. The file menu looks

I believe the gnu gettext package contains tools for this. info gettext
(after installing the package :-).
{x|gnu}emacs has beautiful support for editing po files.
