As far as I can travel back in our svn they've been always enabled. They're even enabled in the 1.3.4 package in Debian/sarge. The changelog has nothing to say about the when and why either. It seems to have not triggert masses of bugreports so far so I think it might be good to keep them enabled to continue to catch things like the reported one. If you think it's too much of a burden for the user I can of course turn them off for the next package upload.
