This should not occur by simply launching lyx. Seems your tetex
installation is corrupted. After a fresh install of tetex I had
no problems (apart the Win32 pplatex thing). Note that the postinstall
script for tetex takes a long time to complete and you should not
interrupt setup.exe while it is executing.

Check whether you have /etc/postinstall/post-texmf.sh.done (meaning
that the script completed). Instead, if you have
/etc/postinstall/post-texmf.sh (without the .done), that is an
indication of an incomplete installation. In this case, you have
two options: either run by hand the script and then rename it by
appending .done, or try reinstalling the tetex packages.
