A stripped down version of Python is included. Otherwise people will have to download a 10MB Python installer, which is larger than the LyX installer itself with required Python components already included.
Because Python is required for LyX to be able to start (without Python it can't even configure), it is also an advantage that there will be no problems with outdated versions or broken installations.
