You reckon? I think that it was pretty farsighted. NTFS was designed in about 
1992.

For the pedantically-minded, I believe that NTFS is encoded in UCS-2, a fixed-
length 16 bit subset of UTF-16. See http://en.wikipedia.org/wiki/UTF-16.
