Yes, the lists without internet connection are the files I attached to the bug report.
I mean, we detect if configure.py fails, and if it does, call miktex with some sort of special option like 'noautoprobe'.
This would be a good idea but to enable/disable the automatic package installation of MiKTeX you have to set a registry entry in HKCU.
