Agreed.
The current caption support is a hack, and I think it could be better done
with an inset.
InsetEnv was supposed to be used for any environment. This is of limited use
unless implemented in a very comfortable way, because you can easily use
\begin{xxx} and \end{xxx} as ERT, but maybe somebody has a good iedea how
to do that, si I'd keep it as well.
Note that both insets can be read and written in .lyx files, only the UI is
incomplete.
