A brief look through the LaTeX book uncovered the "titlepage" environment, where you can make everything up to the TOC by hand, but that is ugly. LyX definitely does not do this on its own. I was hoping that it could be done by inserting a few LaTeX commands into your LyX document, but as I said, I haven't found a way to do this in LaTeX.
