My problem is that I am not sure having empty captions appear is vey
intuitive either. I do not use subfigures myself, so I don't know how
the others feel concerning this though. Having a single space looks
like a reasonable workaround...

It is not the kind of things that you can guess easily... And the
Layout->Document popup should have a 'draft' button.
