Can this be used in the postinstall section of the spec file or only
   during setup?  It'd be a lot more useful once they have the "not
   implemented" stuff running.

A macro can be used any time, but %configure is useful only after
%setup, but not to configure lyx for the install system.  But I think
the config of lyx on the install system is done satisfactorily.

After a short discussion on the rpm list, I got the impression that
they try to develop rpm so that via systemwide macro files, the whole
%build %install, etc can be done with commands that are platform
independent.   In other words, you will just do

%make 
%make install

and the the %make macro will do the right thing for the current
platform.  In particular, %make would use the install paths defined in
/usr/lib/rpm/macros.
