Well, I've been using SuSE for quite a while now, and never have had problems with the locale stuff. I don't use --with-included-gettext, but otoh, I'm installing in /usr, so the lyx.mo files end up in the 'official' directory /usr/share/locale/de/LC_MESSAGES/. Maybe that is sort of a difference?
