Indeed. Sorry for replying so late and thanks for Andre' for pointing this...
The correct header should be something like
... + ofs << "<!-- " << the_header << " -->\n";
Now replace the_header with something that is according to our policy guides
( oops, this isn't debian... forget it ;).
I still think that the date should go in this comment. Regarding the choice of
a sensible header I will agree with your choice.
