As much as I can read this is in the INSTALLATION FILE:

As of LyX version 1.0.0, you will need to have Xforms library and header
version 0.81, 0.86, or 0.88.  Version 0.88 is a stable release and the
recommended version.  On some systems, such as linux ELF, there are shared 
library versions of the Xforms library, which require an installation step 
to configure the system.

and this in ANNOUNCE:

You need to have XForms version 0.81, 0.86 or 0.88 to compile your own 
version.  Version 0.88 is highly recomended. LyX should also compile
with 0.89.

So you see that it only says that it might compile with 0.89 (and that is
not wrong ;), but recomended is still 0.88 (HIGHLY RECOMENDED ;)

P.S.: Pay attention that not only lyx will suffer problems with version 0.89
      but also other xforms based applications as xfmail :) I really don't
      know what T.C. thought when he introduced calling callback functions
      on a forms_hide command and what programs did use such stuff!!!
