Find attached an example of what I would do. Note in particular the
use of spacing and pagebreaks in Layout->Paragraph. The purple
thingies you see are VFills, which extend as much as they can. This
means that the three parts of the page will be respectively at the
top, middle and bottom of the page. Note that this will not typeset,
since I have not actually put a figure.
