That should work.

Hand-editting a .lyx file is an "undefined" operation -- anything could
happen if the file is in a state that LyX doesn't expect. An empty
\layout statement is ignored because LyX doesn't allow empty paragraphs.
Try the hard space.

Can you recall what exactly you were doing as "normal input?"
Did you have any other popups open? Were you trying to search for
something?
