texmf.cnf allows you to set local and home tex locations and does the
ls-R on them.
But beware, it is twice as large as -0.4
I also noticed a LaTeX Newsletter .cls which may be adaptable to other
newsletters.
I have not had time to investigate much further yet.
The big issue from me was that switching to glibc and other updates too
numerous to list, I managed to break -0.4 to the point that texconfig
would no longer work. -0.9 cured that problem.
