This does sound rather interesting.

Short term yes, long term no.
I'd prefer either of #1 or #2. Its not that difficult to implement a new
popup.

So LyX would then require tcl to be installed as well.  IMO, that's asking
too much.  We really do need to integrate it in some way that doesn't
require adding even more dependencies on external packages.
