It's Friday, so I'll throw my tuppence-worth in here.

Candidates I would consider:

1. Perl.  But only because it's free and people know it.
   It's a great text-processing language, but it's not
   really a control language, which I imagine is the
   priority.

2. Javascript.  It's pretty sturdy and is already being
   used for the sort of thing you're after.  Not quite
   free enough, though... :(

3. scheme.  Lispy languages make great control languages,
   and there are good bindings to gtk.  If the LyX abstract
   widget classes could be wrapped, you'd end up with a
   nice, portable extension system which could use dialogs,
   etc.  And guile is nice and free.
