Mate - 

A *long* time ago, William Mitchell (now [EMAIL PROTECTED]) wrote
'ice' - Icon Embedded in Emacs, where Icon replaced LISP as the
configuration language.

So, yes, what you want to do is possible.  Perhaps William remembers
enough to provide some pointers...
