Aehm... not really... 'not discussing some matter' could also mean 'all agree
on the matter'.
I read at least part of the eleven (?) pages, and I found most of it
very sensible. Since I am personally not really involved in LyX's
development I did not see any reason to reply.
Nonetheless, writing such documents ('Where do we want to go?') is
important. If 'no discussion' means 'consensus' everybody knows
what is going to be implemented and even more: It is known that
everybody else knows it...
