Completely :) The fact is, some changes have occured when the
Character popup has been modified. I am not usre what the exact
changes were, but they should indeed be reflected in the UserGuide. It
is also unfortunate that the Bold item of the Layout menu does not
toggle. 

The problem is that 'bold' is not a high-level style, like emphasize
or noun. There have been talks about a 'strong emphasize' style that
would come up as bold, but it has not been implemented yet. The idea
is that these styles should be thought as structure (important text,
people's name) rather than appearance (italics, small caps).

For example, toggling italics does not necessary make sense, since
there are three possible font shapes: upright, italics and
slanted. However, toggling emphasize is perfectly defined.

I cannot reproduce this. What I obtain is a tiny style. But I agree
there is something strange here.
