Sorry, but "toggled and not set" is as confusing to me as "toggled".
Just what does Layout->character behave differently when the "toggle on
all these" box is selected, and when it is not selected?
What does it mean that Size is "never toggled"?
What does it mean that Misc is "always toggled"
Toggled leaves me boggled.
