Alright, I have MORE information.

As I mentionned I have modified the "lynx.cfg.dist" file...  Here are the lines 
which I have uncommented and "enabled":

CHARACTER_SET:iso-8859-1
LOCALE_CHARSET:TRUE
ASSUME_CHARSET:iso-8859-1
ASSUME_LOCAL_CHARSET:iso-8859-1

Now here is the REAL kicker...  When I have ran an new instance of Lynx and 
VERIFY the Options menu...  I now get:

Use locale-based character sets(!)     ON
Display character set                      7 bit approximations (US-ASCII)
Assumed document character set(!)    iso-8859-1
Raw 8-bit(!)                                      ON

This is very interesting...  By somehow FORCING the iso-8859-1 character set, 
Lynx now DEFAULTS to US-ASCII (7 bit).

What IS EVEN BETTER is that if I TRY to CHANGE that value, I get the following 
message: UNMODIFIABLE option list.

Maybe this might shed some light on the problem...
