The number used is still 10. The error count doesn't get reduced as the number of errors is only meant to go up. And there are reasons for the existence of the TIME_WAIT state, so it's not a good thing to rely on being able to reuse PCBs which are in it (unless you really can't avoid it of course - as long as you're aware of it).
