Debian has the package cgmanager which hasn't been updated since 2016 and for 
which /sbin/cgmanager SEGVs all the time.  It also has the package cgroup-
tools which hasn't been meaningfully updated since 2019 and for which lscgroup 
aborts in the following manner in a system running Debian/testing with the 
latest systemd, presumably because of cgroup1 not being mounted.

# lscgroup 
cgroups can't be listed: Cgroup is not mounted

Is there any usably cgroup manager in Debian?
