PS2 isn't necessarily a problem, if you have an adapter for USB (pretty common 
in the past, probably possible to get now, but a bit harder).

VGA is limiting too, but not for a server (typically), many of those can be 
totally headless and only on rare occasions or when updating BIOS or trouble 
shooting a server that
isn't booting properly, does a monitor become necessary -- that is rare enough 
most of the time to have the servers be completely headless.
