The older way of doing something like this is to use the .Xresources file, unfortunately a lot of newer programs do not support xresources. I believe its possible in fvwm by using its "style" command to get applications to open up at particular size and position on any of its desktops. I use the "style" command to always cause xfig to open up on desktop 2.
