They definitely exist; I have both USB keyboard to PS/2 connector and
PS/2 keyboard to USB adapters, and have successfully used a AT to PS/2
keyboard adapter stacked with one of the latter.

My Samsung phone supports USB OTG, so in the past I have plugged in a
small hub and a mouse and keyboard to use with my phone!  The mouse
pointer appears as soon as you plug in a mouse.
