Remember the "Win Printers"?  They relied on part of the Windows graphics 
driver code to perform print rendering.  For a while some people were worried 
about Linux being locked out of the printer market.  Then MS released a new 
version of Windows that didn't support the drivers for those old printers and 
some of them became Linux-only printers.

It is a concern.  But one option for the more extremely locked down systems 
would be to exploit a bug in Windows to root the system, and root it again on 
every boot.
