In addition to ZFS changes, patches to the kernel are also needed. The Centos 7.9 patch series was created for and tested with ldiskfs. Any testing on project quotas with ZFS would have been done with a more current distro that does not require patching. Aurélien is correct that you are currently using a 2.15 pre-release dev build. If project quotas are not working for ZFS using RHEL 8.5 (or Rocky/Alma) then that would be a bug to report in JIRA that should be looked at before we GA.
