I have installed lubuntu-desktop on top of other DE before and I have not had any issues, but if you are installing on an environment with ibus already included the language support might be broken in ibus, and you can switch to fcitx (which is used by Lubuntu now IIRC).
The preseed is used to create the ISO and the subsequent install to disk. It is used by the Debian installer (ubiquity is the Ubuntu graphical installer front end to this). So, if you are trying to install the meta-package 'lubuntu-desktop' you will have the Lubuntu install on top of whatever you install.
