Desktop computer is running Lubuntu 16.04.1
I've installed these three:
epson-inkjet-printer-201207w_1.0.0-1lsb3.2_i386.deb
iscan-data_1.35.0-1_all.deb
iscan_2.30.1-1~usb0.1.ltdl7_i386.deb
Back in 14.04, after installing the 3 deb files above, I could scan as well
as print.
Now in 16.04, I can only print.
In Menu->Graphics, there is a "Simple Scan" and an "Image Scan! for Linux".
I run Simple Scan. It takes too long to scan a document, which probably
means it hangs.
I run "Image Scan! for Linux". I get the message "Could not send command
to scanner. Check the scanner's status."
And again, back in 14.04, both of these programs work. (Simple Scan and
Image Scan! for Linux)

If it helps, when I first installed 16.04, it had no CUPS. I had to install
it myself via the terminal.
sudo apt-get install cups
Only after installing cups could I be able to print.
But it only solves the printing issue. Scanning problem is still there,
even after installing
iscan-data_1.35.0-1_all.deb
and
iscan_2.30.1-1~usb0.1.ltdl7_i386.deb

I installed Image Scan! for Linux with an Epson Stylus CX9400Fax (but
the exact same software is used for the L210) just to write it up
step-by-step to see if it'll help. It worked great for me btw - just the
way I remember under 14.04 when I had a(nother) Epson all-in-one.
1. Go to http://download.ebz.epson.net/dsc/search/01/search/?OSC=LX
2. Type in L210 in the Enter Product Name text box and hit the magifying
glass button.
3. Hit the Download button for L210 Series Scanner Driver Linux 1.0.4
All-in-one package All language 12-01-2016.
4. Scroll to the bottom and "Accept" that you are abiding by the terms
and conditions of the Software License Agreement.
5. Scroll further down and hit the "Package Download Page" link
6. Hit the "Download" button for the first selection [ deb ] Ubuntu
32bit (i386).
7. Choose the "Save File" radio button in the resulting dialogue box and
click the "OK" button.
8. Go to Downloads (or wherever you just chose to download the iscan
bundle to)
9. Right-click the iscan-bundle-1.0.4.x86.deb.tar.gz and choose Extract
Here from the drop down menu
10. Double-click the resulting iscan-bundle-1.0.4.x86.deb folder
11. Double-click the install.sh file
12. Click the Execute in Terminal button
13. Provide your password and hit [Enter]
You'll now find the Image Scan! for Linux under Menu --> Graphics.
