Rafael handles pretty much everything related to artwork and is on this list. specific programs are handled by each program maintainer, so contact them. I suggest you reply with a very specific thing. Change the Subject to something more specific, and keep the old subject intact i.e. My specific question Was:(Re: UI idea - Which mailing list?)
