I found a solution by making a configuration change under language support. When I change the keyboard input method from IBUS to none, it seems to resolve the issue. Your problem instead involves the keyboard, and you don't say that only certain web sites trigger the problem. Nonetheless I wonder if you may be dealing with a related phenomenon. What video chipsets are involved? In any case, an easy test: disable Hardware Acceleration in Chrome Advanced Settings. My research on the above problem showed that it can be responsible for a number of issues.
