I can confirm that this is the default scheme. I usually install gparted into my installed systems. Since it's already there in the iso file, it would cost no space of the iso file to have it included in the installed system. Is it considered risky, or why is it removed? Maybe because it will make you edit your partition while booted from the install drive (running a live session). But it is worth discussing if we want to have it installed by default.
