As has been shown with LXLE, lubuntu has NO issues at all in community spins. The devs are, however, pretty stretched with the current number of ISO's we support. But, I do not speak for the devs! The minimal and core system give you a nice low-resource base to build on. We have had, in the past, community respin done by lubuntueers and if someone wants to take this a project, they are more than welcome :)
