If you are using the PPA, you have always the most up-to-date version.
The number is not important here.

The "version" packages (lubuntu-artwork-xx-xx) are useful if you want to
install previous artwork elements. It doesn't determine the version of
the artwork. It's like "backup" packages for old themes. It's the same
for lubuntu-artwork-13-04, it contains specific piece of artwork
relative to the 13.04 version.

However, some common pieces of artwork, and default items are located in
lubuntu-artwork package. This package also insure that upgrades between
versions are smooth.

If I want to said it with others words :
Default and most up-to-date artwork = lubuntu-artwork + lastest
lubuntu-artwork-xx-xx

But if you install and keep lubuntu-artwork, it's enough. Packaging is
done in a way that you only have to care about the presence of
lubuntu-artwork.
