IIRC,

when the battery is charged the charging stops (this stops the battery from
exploding!). When charging is turned off, the laptop will run on battery
power for a short while and once the battery is not 100% full (as you say
~95%) the charger re-engages.

I see this when I charge my mobile phone, it will charge... the charger
will then indicate that the phone battery is fully charged and change
state. A few hours later, it will then re-engage to charge the phone.

I'll have to take a check of actual charge on my laptop battery, but I know
that after ~3 years Ni-MH battery packs are approaching the end of their
life.

As I understand it, laptops and mobile phones use the 'fast charge' method,
which requires some 'intelligence' on the side of the charging system.
