Why ? I cannot think why, a reason, a package or a service that could be responsible for such behavior. Any ".desktop" file located in those folders disregarded/ignored. The only valid way to add a startup application is through "~/.config/lxsession/Lubuntu" file. which in graphical session is Start Menu → Preferences → Default applications for LXSession → AutoStart. Any ideas on this ? Reproduce-1: Install dropbox application. By default dropox application will add a ".desktop" file inside "~/.config/autostart/" folder. The box "Start dropox in system startup" is checked by default, but the dropbox application does not start at all. Only if you add the start command "/usr/bin/dropbox start -i" in "~/.config/lxsession/Lubuntu/autostart" file it will start correctly. Reproduce-2: xfce4-power-manager.desktop file by default is located inside /etc/xdg/autostart/ folder. But xfce power manager does not start in startup.
